It depends on the department and the circumstances. Are they passed out and non-responsive? Are they playing strip poker? Are they getting it on? Is she in any sort of distress?
In most cases 3 officers do not respond to normal calls. So if this call was a hotter call than one could handle and the female needed to be searched that search is normally done by a female officer or in front of a supervisor.
