Answer:
Sadly not up on every gun law in every state, but family transfers are very different in many states. Some you can just hand it over and others need to go via a gun dealer. In my state there are no private gun sales without a dealer and money involved.
To me it feels like it would need to go through a dealer to handle the across state lines side of things. I would contact a local gun shop in your area to ask. If they do not and our son has a gun shop in his area he should call them and see if they have a process they use for those transfers.
