We had a new employee abandon their job and be fired they are in possession of the company’s cellphone and keys? how do we go about getting them back.
Answer:
This is in the end is a civil matter and less about anything law enforcement can do. If they are unresponsive to requests a lawyer will need to draw up the paperwork to file against them for the return of the company property.

Just an important note – Not many if any states allow for pay to be withheld till the items are returned thou I know of many that have used that. It can get you into major trouble.
In some cases and depending on the overall reasons behind the reason the person became an X employee, it might also be an option to just take it as a company loss and avoid more issues with the employee.
