Yes this is illegal in most if not all states. Usually enforced with laws that relate specifically to that type of lighting to worst case in impersonation of Law enforcement or fire etc. That usually ends in your car being taken to car jail and that costs a fortune to resolve.
In some states it is ok to have them, but not use them other than for events and car shows. But this is very state and local county based and you have to go research those laws as they can be very local. In a nutshell, if you do not actually need them you should just follow the laws and not use them. If it is just to look cool, trust me it is not worth it, let someone else get arrested or their car impounded and look cooler by not being that guy.
