A guy I’ve talked to for 2 years but never met had his account manager send me an american express card. Or he sent it. He’s in Canada supposedly. He said his manager is going to activate this card and he wants me to buy gift cards for him. This card has a different name on it is this illegal?

Nope – this sounds like a scam. Lots of gift card scams out there. If you have not received anything be glad. If for some reason you have I would not do anything they ask and would dispose of the card and never reply to people asking to do this type of thing you do not know in the future.
Do not become a victim of the scammers. To good to be true always is.
