I was pulled over for no reason and then after the stop I was issued citations for having the wrong plates. But I was not issued a speeding ticket or anything else.

Pulled over for no reason? Having wrong plates on a vehicle is a pretty good reason. Cops have computers in their cars and run license plates all day long. If they suspect something or see a type of car that is regularly stolen they randomly run plates to make sure it’s not a stolen vehicle. If they ran your plate and the plate wasn’t issued for that vehicle, they start thinking stolen vehicle.

If by chance they pulled you over for something else and then discovered the plates were not issued for that car, it’s still a ticket. It’s illegal to operate a motor vehicle with plates issued to a different vehicle. A ticket for plates is only a mechanical violation, it doesn’t count as a point against your driving record. Maybe he gave you a break on speeding or something else you did to get pulled over. Maybe you should be thanking the officer for not writing you a moving violation citation that affects your driving record and insurance rather than blaming him for giving you a ticket for the wrong plates.
